A thrice-deported Honduras national linked to multiple indecent exposure and sex abuses cases is in a Fairfax County (Va.) jail. Whether U.S. Immigration and Customs Enforcement (ICE) gets another crack at removing him is a crap shoot because Virginia’s largest county has a “trust policy” that bars local officials from cooperating with federal immigration agents.
