A recent audit of the Maryland Motor Vehicle Administration (MVA) turned up hundreds of driver\u2019s licenses and ID cards for illegal aliens<\/a> that were issued based on counterfeit or otherwise fraudulent documents.\u00a0 This is just the latest example of how giving driver\u2019s licenses to illegal aliens is one fraud that invariably leads to more fraud.\u00a0 It also shows just how inaccurate and dishonest the euphemism \u201cundocumented\u201d really is.\u00a0 Illegal aliens have plenty of documents, many of which are fake.<\/p>\n

In 2013, Maryland passed a law<\/a> creating a category of driver\u2019s licenses and ID cards that are specifically for illegal aliens.\u00a0 By August of 2016, MVA had issued more than 82,000 of them.<\/a><\/p>\n

These so-called \u201cnon-compliant\u201d or \u201csecond-tier\u201d licenses display the phrase \u201cNot Acceptable For Federal Purposes\u201d across the top of the card.\u00a0 Getting one is supposed to require providing proof of name, identity, age and Maryland residency to the MVA, as well as proof of two years paying Maryland state income tax or being claimed as a dependent<\/a>.<\/p>\n

To prove name, identity and age, an illegal alien is supposed to provide \u201ca valid, unexpired passport or a valid unexpired consular ID document,\u201d but if they can\u2019t, they can provide any two of a list of ten documents as long as at least one has a photo less than eight years old, and the last item on that list is \u201c[a]ny other documents adopted as acceptable by the Administration through written approval.<\/a>\u201d\u00a0The list of documents allowable to prove residency is even longer.\u00a0 Plus they can also \u201csubmit documentation issued by a court, governmental body, or other entity acceptable to the Administration\u201d to show a change of name.<\/p>\n

However, even if the illegal alien can\u2019t provide any of those documents, the MVA then has a whole other separate \u201cexception process\u201d for them, where they can claim \u201ccircumstances beyond the applicant’s control\u201d<\/a> if they say they\u2019re a dependent, married, a resident of a nursing home, homeless, \u201cphysically incapacitated\u201d or even an inmate or former inmate of a jail, prison or juvenile detention facility.<\/p>\n

So the license or ID card, which serves primarily to help the illegal alien defraud the American public by making the already fraudulent act of being present in the United States even easier, has an application process that is itself a roadmap for even more fraud.<\/p>\n

It should come as no surprise then, that the document most often found by the audit to have been fraudulently used in applications was a comptroller\u2019s letter used to prove the two-year tax payment requirement: \u201ca single comptroller letter was used repeatedly to get 16 different driver\u2019s licenses or ID cards.\u00a0 In more than 100 separate cases, the names used to get driver\u2019s licenses or ID cards did not match the identification number on the comptroller\u2019s letter. The same residence was used for 40 driver\u2019s licenses.\u201d<\/a>\u00a0 Different illegal aliens can apparently provide their own individual proof of identity and residence, real or otherwise, but \u201cproving\u201d they actually paid taxes seems to have taken particular and coordinated effort.<\/p>\n

As even Maryland State Senator Craig Zucker of sanctuary Montgomery County admitted, \u201c[w]e don\u2019t know who those people are and what they\u2019re doing with those IDs.\u201d<\/a> \u00a0He\u2019s right about that.\u00a0 One fraud just leads to more fraud.\u00a0 The auditors made five specific recommendations, but they left out the most obvious one: for Maryland to stop issuing driver\u2019s licenses to illegal aliens.
