Government policy scholar Leonard D. White once observed that “the objective of public administration is the most efficient utilization of the resources at the disposal of officials and employees.” Reasonably-minded citizens understand that finite supplies of money and personnel (which keep taxes in check) mean that public officials must make hard choices between options, and allocate resources in a responsible manner that (hopefully) optimizes social good. It’s generally accepted that not everyone gets everything they want or need.
